Step 5: Seek internal and external approval prior to application submission
Internal Approvals:
- Grant Reference Numbers - GRNs - for grants less than $9999 excluding GST are not required to seek approval. These grants will require a Grant Reference Number for the project
- Grant Reference Numbers - GRNs - for grants more than $10,000 excluding GST must be approved by your Region Commissioner and the Scouts NSW CEO or the CEO Delegate prior to starting your application
- The Grants Team will obtain this approval from the Region Commissioner and the CEO Delegate
- Once approval has been sought, the Grants Team will forward a copy of that determination to the applicant

- A second approval is required for GRNs over $10,000 when submitting applications to Funders
- The Grants Team will obtain this approval from the Region Commissioner and the CEO Delegate
- Email a PDF draft of your application to [email protected], along with quotes, Landowner's Consent and DA Determination
- Once approval has been sought to submit, the Grants Team will advise the applicant by email - Approval to submit.
External Approvals:
- Landowner's consent is required for "capital works" and infrastructure projects
- Groups must obtain Property/Landowner's Consent before applying for a grant. The landowner may be Scouts NSW (Freehold), Council, or Crown Land
- This is a mandatory requirement at application stage of a grant
- It is recommended to start this process early. Some Councils seek a specific form to be filled out and may charge a fee (approx. $105), which cannot be covered by the grant as it is pre-approval
- Crown Land - Under the Crown Land Management Act 2016, Scouts NSW is deemed Crown Land Manager and Exempt under s2.23(2) for providing Landowner's Consent, if the project fits within the framework in the below table:

If your project does not fit within the framework above, Landowner's Consent must be obtained from Crown Land. It can be obtained from your local/regional office of Crown Lands or on the Crown Lands website

Development Applications (DA) and Complying Development Certificate (CDC) Determination
All applications that seek to build, upgrade or repair facilities must contact their local Council to ask if their project requires a Development Application (DA) or Complying Development Certificate (CDC).
If your project is exempt from a Development Application (DA) or Complying Development Certificate (CDC), Funders require supporting documentation as proof of exemptions at application stage of the grant.
If your project requires a Development Application (DA) or Complying Development Certificate (CDC), Scouts NSW recommends engaging a Town Planner to help navigate this process.
